Unable to Pick Up Quest - Two if by Sea

Two If By Sea is the second quest in the Alliance questline to open up the Argus zone in Legion. you must first complete The Hand of Fate before Two If By Sea becomes available.

If you have completed The Hand of Fate and Vereesa is not available at the docks in Stormwind, try the following troubleshooting steps:

• Leave the Stormwind Harbor area completely for several minutes, then run back in to the area. This should cause Vereesa and the ship to show up properly if you are not phased by other quests.
• Check to see if you have started but not completed any of the questlines that may phase the area. These include, but are not limited to, the following:
  • The questline to open up Vash'jir starting with Call of Duty
  • The Bwemba's Spirit questline
  • The Whispers of N'zoth legendary cloak questline, starting with An Unwelcome Advisor
  • The Legion introduction questline
  • The introduction to the Legion zone Stormheim
